The U.S. Department of Transportation alcohol testing program requires
technicians to be trained according to a specific curriculum [reference 49
CFR Part 49.213(b)(1)]. This curriculum is quite thorough and is also
appropriate for non-regulated workplace and industrial alcohol testing
programs. There are two main components to BAT training that are
prerequisites for certification. In component 1, the student must be trained
on the rules and regulations through a 6 ˝ hour classroom lecture (8 hours
including lunches and breaks). Refresher BAT students must complete 3 hours
of rules and regulations training. Alternatively, component 1 can be
accomplished via a video or computer based training program, as long as the
program meets the requirements of the BAT Model Course. Component 2 requires
the student to demonstrate proficiency in administering an alcohol test
using the EBT instrument. The student must perform a minimum of 7 mock tests
on a live subject using their EBT instrument.
There are several parts to the training issue. Number one, DOT
now requires refresher training for BATs every five years. Any BATs trained
prior to 2000 do not currently meet the training requirements of 49 CFR Part
40.213. In addition, urine drug screen collectors are also required to have
qualification training and refresher training every 5 years.
Secondly, DOT does not mandate Instructor training to train BATs
(or Urine Collectors). You can train BATs (per 49 CFR Part 40.213) if (1)
you have regularly conducted alcohol tests as a BAT for a period of at least
one year, or (2) you have conducted BAT training for at least a year, or (3)
you have successfully completed an Instructor course.
Thirdly, anyone who performs a calibration on the equipment must
have a certificate issued by the manufacturer (49 CFR Part 40.233). So,
Intoximeters requires that anyone who trains Calibration Technicians must
maintain a current Intoximeters Instructor certificate.
Further, DOT has stated that “any employer who takes an adverse
personnel action against an employee who fails a DOT alcohol test should be
prepared to defend the training of the BAT during possible litigation
proceedings that may develop as a result of that action.” It is incumbent
upon employers to protect themselves by requiring training programs that use
competent instructors. Any person or company who trains BATs needs to be
prepared to provide documentation to employers that they are performing the
training in accordance with the DOT rules and requirements. For this reason,
Intoximeters would strongly urge persons who expect to train BATs to invest
in an Instructor course.
As long as you have been regularly conducting alcohol tests with
your Intoximeters’ equipment for at least one year and are thoroughly
familiar with the current DOT regulations regarding alcohol testing, you may
train others as BATs. However, you must insure that you train others
according to the latest DOT regulations contained in 49 CFR Part 40. The
best way to obtain that information is through a factory Instructor course,
but Intoximeters does offer training materials to help with the instruction
of BATs.

Self Study BAT / EBT Training (1 day self-study & 1 day classroom) This course qualifies for initial BAT training and BAT Refresher training.
This self study and one day in-classroom course certifies students as Breath Alcohol Technicians according to 49 CFR Part 40 regulations as published by the U.S. Department of Transportation. This is Intoximeters’ standard method of training BATs.
Within two weeks of the class date, students will complete a Computer Based Training (CBT) program which instructs the user on the DOT rules and regulations in accordance with 49 CFR Part 40. This interactive CBT is available on CD-ROM and will soon be available on our website.
In the classroom portion of the training, the student will be trained on the use of the specified EBT instrument. Classroom activities include a quiz on the pre-class material and detailed hands-on lessons in the operation of the EBT instrument. These EBT lessons involve the study of the Quality Assurance Plan in addition to performing subject tests, accuracy checks and calibrations on the instrument. Students will conduct a minimum of seven tests using live subjects to meet DOT’s BAT training requirements.
Upon successful completion of the written quizzes and the required minimum seven tests, students will receive certification as Breath Alcohol Technicians and Factory Authorized Calibration Technicians.
Pre-requisites to attend this course:
- You must have access to a computer (see Minimum System Requirements) that has a CD-ROM drive and sound capability. One computer must be used to complete the entire Computer Based Training portion of this course (3-6 hours depending upon experience level).
- You must have basic computer skills.

Self Study BAT / EBT Instructor Training (1 day self study and 3 days classroom)
This self study and three day in-classroom course certifies students as Breath Alcohol Technicians according to 49 CFR Part 40 regulations and as BAT Instructors and Calibration Technician Instructors.

During the first day of classroom training the student observes Intoximeters’ Corporate Trainer and participates in the BAT/EBT Proficiency course. In the 2-day Instructor portion of the course, the students become familiar with the DOT Administrator’s Guide that sets forth the DOT requirements for training Breath Alcohol Technicians as well as Intoximeters Training Modules for instructing BATs in EBT Proficiency and calibration. Guidelines for using the Computer Based Training CD to train BATs are included. Additional discussions revolve around advanced EBT and Calibration Technician Theory plus Expert Testimony issues.
Successful presentations of BAT and Calibration Technician training modules are required to be certified by Intoximeters as an Instructor. Presentation assignments will be provided to the instructor candidates during class.

Urine Collector and Instructor Training (1 day classroom)
This course trains the student as a Collector and as an Instructor. A certificate will be issued to successful participants.
Did you know that DOT regulations now require Urine Drug Screen Collectors to receive qualification training? As a service to our customers, Intoximeters is offering a Urine Collector and Instructor Training class in conjunction with our Breath Alcohol Technician Instructor Course.
The course includes qualification requirements for collectors, trainers, and monitors, important definitions, collection site facility requirements, the new Custody and Control Form, steps in the collection process, obstacles to completing a collection, and a written examination. The students will perform a minimum of 5 mock collections as required by the DOT regulations. An Instructor manual and materials are provided for use in training collectors in your own company.
